How did the zoning for the mega center work if it interferes with the facilities in peoples homes, should that not have been accounted for in pre planning of the infrastructure?

You can do whatever you want if you pay enough money to bribe city council. Bribing politicians is almost always less expensive than doing the work correctly, paying for infrastructure improvements, or taking accountability for your actions.
