Found this old internet site which is still running! It's for a video game (made for windows XP) where the entire game world is composed of static. You can't see anything if you take a screenshot of the game, but when you are playing it you are able to see objects moving around.

I played for about twenty minutes and now I can't focus quite right. Would play again.
